According to the Cooperative Principle, what would we expect an adult discourse participant to generally do if another discourse participant appears to be violating a maxim?

Consider this conversation between a neurotypical person (Tim) and an autistic person (Pat). The conversation is based on discussions on the r/aspergirls subreddit. 

(Context: Tim and Pat are in the same student club. They're in a club meeting. Tim is the club president and Pat is the club secretary.)

Tim: I think we should advertise our upcoming event in Professor Liu's class. Pat, do you want to email Profesor Liu about it?

Pat (not having sent emails of this sort before to professors before): No.

Tim: Why are you being difficult? You're the secretary. 

Pat: Wait, what? I'm not trying to be difficult. I thought you were asking me if I wanted to do it or not. 

Tim seems to have meant one thing with his question "Pat, do you want to email Professor Liu about it?", but Pat seems to have understood it differently.
